Investment and Business Partners (IBP), founded by veteran entrepreneurs with a track record in developing innovation-based businesses in Vietnam. Ms. Truong Ly Hoang Phi is a prominent leader and influential voice in Vietnam’s startup and innovation ecosystem, with over 15 years of experience shaping strategic initiatives for corporations, multinational groups, and government agencies. She has advised and spearheaded major innovation and digital transformation programs in collaboration with the Ministry of Science & Technology, USAID, and Ho Chi Minh City, while also serving as an active angel investor in technology ventures.
In 2011, she founded the Business Startup Support Center (BSSC) – the first organization to pioneer a holistic support model for Vietnamese startups. Under her stewardship, BSSC extended its impact beyond national borders through Startup Wheel, now one of Asia’s most prestigious startup competitions. Today, BSSC stands as a trailblazer in fostering entrepreneurship and innovation, nurturing a vibrant community of more than 30,000 members across 40 countries.
In 2018, invited by Vingroup, she led the establishment of VinTech City and launched the VinTech Fund Initiative – the first private fund dedicated to supporting and commercializing Vietnam’s scientific and technological advancements. With a fund size of USD 10 million, it financed nearly 20 global projects during 2019–2020, leaving a strong mark on the innovation landscape.
In 2020, Ms. Phi founded IBP with the mission of enabling Vietnamese enterprises to design and implement growth strategies driven by innovation. Through collaborations with global partners such as Qualcomm, SK, Alibaba, Hoa Binh, IBP has developed innovation centers, accelerator programs, and investment platforms. Notably, several enterprises supported by IBP achieved a tenfold increase in valuation within three years, pioneering disruptive business models.
Ms. Nguyen Thi Dieu Hang

Currently serving as the CEO of the Business Startup Support Centre (BSSC), Ms. Nguyen Thi Dieu Hang is a renowned figure in Vietnam’s startup ecosystem. With over a decade of experience as a startup builder, early-stage angel investor, and mentor, she has supported, mentored, and consulted for more than 6,000 startups and SMEs, and an impressive 20,000 aspiring entrepreneurs. Under her leadership, BSSC has risen to become a top-tier startup incubator and accelerator, recognized not only in Vietnam but also across Southeast and East Asia. BSSC’s accolades include the ASEAN Social Entrepreneurship Award in 2017, along with numerous other national recognitions.
Ms. Dieu Hang is widely acknowledged as a pioneer in initiatives and advocacy efforts aimed at addressing socioeconomic disparities and promoting projects with significant social impact. Her instrumental role in establishing a groundbreaking incubation program for socially-oriented startups at the Phu Nhuan Incubator Center (PNIC) exemplifies her dedication to this cause.
Ms. Phan Hoang Lan

Ms. Phan Hoang Lan holds a Bachelor’s degree in Economics from Smith College, USA. She later earned a Master’s degree in Development Economics from the University of Oxford, UK, and most recently completed her PhD in Business Administration at Swinburne University of Technology, Australia.
With 13 years of experience in entrepreneurship development and innovation, Ms Phan Hoang Lan has taken on various strategic roles, including Head of the Startup Ecosystem Development Division at the National Agency for Technology Entrepreneurship and Commercialization Development (NATEC) under the Ministry of Science and Technology, Co-Lead of the Innovation Lab at UNDP Vietnam, and most recently, Director of the Innovation and Entrepreneurship Center at Fulbright University Vietnam. Since leaving Fulbright in May 2025, Lan has been working as an independent innovation consultant and coach.
